Libertarians can and do run for national offices, they usuallly lose.

they're allowed if they get enough signatures to be on the ballot.

The President doesn't have to allow them to run.. but most libertarians lean right & vote Republican anyway..

No one needs Trump's permission. Anyone can run for congress, the trick is getting people to actually vote for you.
